Document Description
The Verizon Elk Grove Sheriff Antenna Addition (the “Project”) consists of a Minor Conditional Use Permit (MUP) to remove and replace six Verizon Wireless Antennas and to co-locate six new Verizon Wireless antennas and associated equipment on an existing 131’-0” PG&E tower for a total of 12 antennas. There will be no changes to the overall height of the tower. Staff has determined that the proposed modification request constitutes an eligible facility that does not result in a substantial change to the physical dimensions of the existing tower or base station based on the criteria set forth by the Federal Communications Commission (FCC).

Reasons for Exemption
The Project is exempt from CEQA pursuant to State CEQA Guidelines Section 15301 (Existing Facilities). Section 15301 applies to the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond that existing at the time of the lead agency's determination. The Project proposes to remove and replace six Verizon Wireless Antennas and to co-locate six new antennas and associated equipment on an existing 131’-0” PG&E tower for a total of 12 Verizon antennas. There will be no changes to the overall height of the tower. The additional antennas will not introduce any new uses not already existing at the site. Staff reviewed the proposed Project and did not find any evidence that special circumstances exist that would create a reasonable possibility that the proposed Project will have a significant adverse effect on the environment. Therefore, the proposed Project qualifies for the exemption under State CEQA Guidelines Section 15301, and therefore, no further environmental review is required.
