Document Description
The California Department of Fish and Wildlife (CDFW) has executed Lake and Streambed Alteration Agreement (EPIMS-SDO-32088-R5), pursuant to Fish and Game Code section 1602, the project Applicant, California Trout as represented by Dr. Sandra Jacobson. The project is limited to the removal and replacement of the current low-flow concrete bow culvert river crossing over the Santa Margarita River at Sandia Creek Drive. The box culvert crossing will be removed and the former road footprint will be restored to natural stream conditions following construction of a new steel and concrete bridge. The new 574-foot bridge will span the river, with an abutment including wing walls at either end of the bridge and two piers in between. The new bridge will provide two paved traffic lanes each 12-feet wide, with two shoulders eight feet wide, within a 68-foot-wide road right-of-way. The existing box culvert will remain open to traffic during construction of the new steel bridge. A temporary recreational trail will be constructed between the south end of the project site at Sandia Creek Drive and the existing parking lot for the Santa Margarita Trail preserve to maintain trail access around the site. Once the new steel bridge is fully built and operational, the existing box culvert crossing will be demolished and removed. Mitigation activities include the restoration of temporarily impacted sites, restoration of the existing box culvert after demolition and removal, and enhancement of the project site through non-native species removal and native planting.
