Document Description
The Department of Cannabis Control, pursuant to authority granted under Business and Procession Code Division 10, Chapter 2, Section 26012, approved (8) Cannabis Cultivation Licenses for provisional licenses on March 29, 2019, May 6, 2019, May 22, 2019 and July 8, 2019 that were submitted by Curtis Louie of Old Stage Partners, LLC and Janet Louie of LGS Plant Company. The project site is a 40-acre parcel zoned “Farmland” and consisting of cultivation, nursery and processor operations. Old Stage Partners obtained (6) Small Mixed-Light Tier 1 cultivation licenses and (1) Processor license. (1) Nursery license was obtained by LGS Plant Company. The project is locally approved for cultivation of up to 126,200 square feet of canopy. Based upon provided site plans, the project is cultivating 42,864 square feet of canopy. The cultivation occurs in an existing greenhouse and the processing, which consists of drying, trimming and packaging is coupled with distribution activities in an approximately 8,000 square-foot existing processing facility. Nursery operations occur in the same greenhouse as cultivation. New development is limited to erection of an eight foot tall security fence. The project will implement a misting system to minimize detection of odors from off-site.

Reasons for Exemption
The Department of Cannabis Control has determined that the project is a Class 1 Categorical Exemption project. Class 1 Categorical Exemptions consist of the operation, repair, maintenance, permitting, leasing, licensing, or minor alterations to existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond that existing at the time of the lead agency’s determination. None of the exceptions under CEQA Guidelines Section 15300.2 apply to this project.
