Approval of the Draft 2045 CAP would require an amendment to the Los Angeles County General Plan 2035 (General Plan) to replace the Unincorporated Los Angeles County Community Climate Action Plan 2020 (2020 CCAP), an implementing component of the General Plan’s Air Quality Element. In early 2020, the Los Angeles County Department of Regional Planning released a public discussion draft of the Draft 2045 CAP. After receiving significant comments from stakeholders, LA County determined the need to substantially revise and update the public discussion draft. Revisions to the public discussion draft that are reflected in the Draft 2045 CAP include the following: • An updated greenhouse gas (GHG) emissions inventory for 2018. • New emissions forecasts for 2030, 2035, and 2045. • New GHG emissions targets for 2030 and 2035, and an aspirational goal of carbon neutrality for 2045. • A revised suite of GHG emissions reduction strategies, measures, and actions in response to public comments to be more clear, specific, feasible, and quantifiable. • A technical modeling appendix to explain the Draft 2045 CAP’s GHG emissions reduction estimates. • A consideration of environmental justice and equity concerns. • A new development review consistency checklist to allow projects to streamline CEQA compliance by using the Draft 2045 CAP, per CEQA Guidelines Section 15183.5. The draft program environmental impact report (EIR) has been prepared in accordance with the California Environmental Quality Act (CEQA) (Public Resources Code Section 21000 et seq.) and its implementing regulations (CEQA Guidelines) (California Code of Regulations Title 14, Section 15000 et seq.). In accordance with Section 15168 of the CEQA Guidelines, this Draft EIR analyzes the environmental impacts that could result from implementation of the Los Angeles County Draft 2045 Climate Action Plan (Draft 2045 CAP or Project) and alternatives.
