Document Description
The proposed project is an invitation for bid for well maintenance and pipeline isolation in the Cat Canyon and Santa Maria Valley Oil Fields in northern Santa Barbara County. The Department of Conservation (Department), California Geologic Energy Management (CalGEM) Division has determined that 141 wells connected to flowlines and pipelines are idle and have been deserted by an oil and gas operator. Additionally, 7 wells of these wells have recently leaked gas or are actively leaking gas and are idle and deserted. Per Public Resources Code, Section 3106. (a) The supervisor shall so supervise the drilling, operation, maintenance, and abandonment of wells and the operation, maintenance, and removal or abandonment of tanks and facilities attendant to oil and gas production, including pipelines. The Department, CalGEM Division intend to award one service contract to repair 7 leaking wellheads and isolate 141 wells by severing and capping the associated flowlines from the wellhead.
