Document Description
Use Permit to convert an existing small-scale apple juice processing facility permitted by File No. ZPE16-0262 (Ethic Ciders) to a hard cider processing facility; and to allow public tasting and agricultural promotional events. The cidery facility will operate seven days per week, from 9 am to 5 pm. The public tasting room will be open from 10 am to 5 pm Friday through Sunday, accommodating up to 23 guests per day. Eight agricultural promotional events, two industry wide events and four Wholesale and Industry Trade events are proposed. Event attendance is limited to 23 people per event; with agricultural promotional events concluding by 10 pm. Existing facility includes maximum annual production of 5,000 gallons (2,500 cases) of apple juice within a 962 square foot barn, one full-time employee and two seasonal employees. No changes to volume of production, employees or additional structures are proposed.

Reasons for Exemption
It is the determination of the department that the project is categorically exempt from the provisions of the California Environmental Quality Act pursuant to the Provisions of Title 14 of the California Administrative Code, Section 15061, Common Sense Exemption because it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment. Specifically, the project does not incur new construction; the proposed agricultural promotional events will utilize an existing barn and will be accommodated by the existing parking lot, septic system and well; the noise generated by the proposed use will comply with General Plan Noise Standards; and the expected increase in traffic and vehicle miles travelled is negligible.
