Document Description
To remove and replace an existing authorized irrigation pipe with a new 12-inch diameter irrigation steel pipe; to remove and replace an existing 1.25-inch diameter steel electrical conduit with a new 1.25-inch diameter PVC electrical conduit on the right (east) bank levee of the San Joaquin River. The existing irrigation pipe is part of an existing irrigation system constructed in 1989 that includes a pump attached to a steel pipe intake structure, an elevated platform and pile supports, a 48-inch diameter concrete standpipe, and power source as shown in the as constructed drawings dated October 13, 1989, and survey notes dated September 20, 1989, of Permit No. 15116. This is also a name change permit and includes conditions that are consistent with current flood control standards and policies of the Central Valley Flood Protection Board (CVFPB). This permit supplements Permit No. 15116 that was issued to Rio Blanco Ranch Inc. on January 27, 1989.

Reasons for Exemption
Board staff has determined that the project is exempt from CEQA under the Class 2, Replacement and Reconstruction categorical exemption (CEQA Guidelines §15302) because the activity consists of the removal and replacement of an existing irrigation pipe and electrical conduit with substantially the same purpose and capacity. In addition, this permit would facilitate a name change. An application to change the name of the permittee does not have the potential to result in either a direct physical change in the environment or a reasonably foreseeable indirect physical change in the environment, and thus, is not a “project” for purposes of CEQA (Public Resources Code § 21065; CEQA Guidelines § 15378(a)).
