Document Description
This is the Notice of Preparation for the Environmental Impact Report for the Focused General Plan Update: Housing, Land Use, & Safety Elements and Accompanying Zoning Ordinance Amendments. The City is preparing the City of San Carlos General Plan Housing, Land Use and Safety Element Updates that were last updated in 2009, with the exception of the Housing Element, which was last updated in 2015. While the Housing and Safety elements are the original focus of the Focused General Plan Update, the Land Use Element will also need to be revised to ensure General Plan consistency, as required by State law. In addition, Zoning Amendments will also be made to implement new policies and land use intensities envisioned in the Housing Element Update to accommodate the provision of additional housing needs as part of San Carlos’ Regional Housing Needs Allocation (“RHNA”). The subject EIR will provide an environmental assessment of the updated Housing, Land Use and Safety Elements, and Zoning Ordinance and related Municipal Code updates.
