Document Description
The Indianola School is a Nontransient Noncommunity public water system that utilizes a single groundwater well as its source of domestic water. The School District was issued a non-compliance order in June 2019 for the contaminant 123 TCP. The District desires to consolidate with the City of Selma PWS, owned and operated by Cal Water Services.

Reasons for Exemption
The project is statutorily and categorically exempt from CEQA pursuant to: PRC Section 21080.21 and Guidelines Section 15282(k). Both sections exempt the installation of new pipeline or maintenance, repair, restoration, removal, or demolition of an existing pipeline, as long as the project does not exceed one mile in length and is constructed within a public right of way. The Project proposes to construct a new water pipeline, roughly 4,000 feet in length within the County right-of-way of Dinuba Avenue (aka Avenue 416).
There is no reasonable possibility that the Project will have a significant effect on the environment due to unusual circumstances. The Project will not damage any scenic resources, including but not limited to, trees, historic buildings, rock outcroppings, or similar resources, within a highway officially designated as a state scenic highway. The Project site is not on any list compiled pursuant to Section 65962.5 of the Government Code. The Project will not cause a substantial adverse change in the significance of any structures that could be deemed a historical resource.
