Document Description
The project will include construction and installation of green infrastructure improvements, which collects and filters storm water before it enters the storm drain system by using filtration units located under sidewalks and paved right-of-way. The green infrastructure improvements will include approximately 1,583 linear feet of new 8-inch and 12-inch diameter polyvinyl chloride (PVC) and 18-inch and 24-inch diameter reinforced concrete pipe (RCP) storm drains, storm drain cleanouts, new storm drain inlet, new catch basin, and biofiltration basins. The project will also install new curb ramps, replace existing curb ramps, and include street resurfacing and restriping. All improvements will be located within the paved, public right-of-way and on City-owned property. The project is located on the following streets within the Southeastern Community Planning Area (Council District 9): South 37th Street, South 38th Street, South 39th Street, South 43rd Street, Acacia Grove Way, National Avenue, San Pasqual Street, and Z Street.

The City of San Diego conducted an environmental review which determined that the project meets the categorical exemption criteria set forth in CEQA State Guidelines, Section 15301 (b) and (c) [Existing Facilities], which allows for the operation, repair, maintenance, or minor alteration of existing public structures, facilities, and mechanical equipment, involving negligible or no expansion of existing or former use, including storm drain cleanouts and replacement of curb ramps; 15302 [Replacement or Reconstruction], which allows for the replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structured replaced, including replacement of curb ramps; 15303 (d) [New Construction], which allows for the construction and location of limited numbers of new, small facilities or structures, including installation of new storm drains, storm drain inlet, catch basin, biofiltration basins or modular wetland systems, and new curb ramps; 15304 (f) [Minor Alterations to Land], which allows for minor public alterations in the condition of land including minor trenching and backfilling where the surface is restored, including excavation for new storm drains; and where the exceptions listed in Section 15300.2 would not apply.
