Document Description
The California Department of Fish and Wildlife has executed Streambed Alteration Agreement number EPIMS-VEN-14588-R5, pursuant to Section 1602 of the Fish and Game Code to Ron Gallagher. The project is a follow up to a previous LSA Agreement (1600-2009-0149-R5) to remedy unauthorized vegetation removal and placement of fill within a conservation easement area on the site. The Project consists of four phases, including the removal of fill at the southern edge of the site near the Santa Clara River, the construction of a new slope, habitat restoration, and storm drain pipe removal and replacement. In Phase 1, fill removal work will occur. Approximately 32,000 cubic yards (cy) of imported fill material on the southern edge of the project site will be excavated with conventional heavy earth-moving equipment, loaded into trucks, and hauled off site. In Phase 2, the current storm drain pipe will be removed and replaced in-kind. The existing 54-inch storm drain pipe will be removed with an excavator and loaded into a haul truck for transport off site. No concrete will be removed during this phase. The new 54-inch storm drain pipe will be installed with a concrete headwall. Additionally, 50 tons of ¼ ton riprap will be installed at the storm drain pipe outlet to prevent erosion. In Phase 3, the Permittee will build a new slope at a 2:1 ratio in the area where fill was removed. Slope construction will be done in accordance with the City of Santa Paula Permit No. 2017-005, County Watershed Protection District Project No. 8C9803, Zone 2 Bank Protection, and LSA Agreement EPIMS-VEN-14588-R5. TENSAR slope protection material will be installed on the newly constructed slope and will embed the material at the toe of slope to prevent scouring during heavy flows within the Santa Clara River. In Phase 4, habitat restoration will occur on the newly constructed slope. The floodplain area of the slope will be planted with mulefat cuttings taken from the Project site before fill removal work and with a seed mix containing species reviewed and approved by CDFW. The upland area of the slope will be planted with a seed mix containing species reviewed and approved by CDFW. After habitat restoration work is completed, the area will be monitored for a period of 5 years to ensure success criteria is met. Fill removal, slope construction, habitat restoration, and storm drain pipe removal and replacement have the potential to result in permanent impacts to 3.63 acres of streambed.
