Document Description
The California Department of Fish and Wildlife (CDFW) has executed Streambed Alteration Agreement number EPIMS-LAN-20797-R5, pursuant to Section 1602 of the Fish and Game Code to Southern California Edison, as represented by Hazem Gabr. The project is limited to the removal of three dilapidated power poles and one anchor (structures) located in the Santa Clara River. To facilitate the removal of the structures the Project includes overland travel within the stream to access the structures (108 cubic yards of soil disturbance), crushing vegetation that cannot be avoided during travel (0.173 acres), and filling the holes left by the removal of the structures with soil from the streambed (45 cubic yards for all structures). Once removed the structures will be taken to an approved disposal site. All areas impacted from ground disturbing activities will compacted or stabilized to return the area to pre-construction conditions. Soil used to backfill the empty structure sites will be compacted and smoothed to remove any dips that could trap fish and wildlife.

Reasons for Exemption
Class 1 addresses operation, maintenance, repair, or minor alteration of existing facilities or topographical features. Included in this exemption are existing facilities owned by a utility used to provide electric power, natural gas, sewerage, or other public utility services. The removal of the dilapidated poles and anchor would not expand use of existing power delivery system in the immediate area and consist of minor alternation to topographical features and streams.
