Paradise Irrigation District proposes installation of solar panels on the top of four existing tanks, mounting the battery enclosure for the panels at grade and tying into the tank control panel with the necessary wiring. The project involves negligible or no expansion of use of an existing facility. It is exempt under CEQA Section 15301(a), which categorically exempts interior or exterior alterations involving such things as electrical conveyances and (b), existing facilities used to provide public utility services.
