Document Description
The project was funded by CAL FIRE to increase the pace and scale of prescribed burning throughout the state to improve fire resilience and forest/community health. The project will serve as an opportunity to empower private landowners with the knowledge and skills to use prescribed burning as a fuels management tool, decrease fuel continuity, and reduce the probability of catastrophic wildfire. The proposed project benefits private landowners, suppression resource, and the ecological integrity of the state's forestlands. A NOE under class 4, minor alterations to land, is appropriate because the low intensity prescribed burn will not pose any threat to historical or biological resources nor cause significant erosion or sedimentation.

Reasons for Exemption
Placer RCD is proposing the qualification of exemption from a comprehensive CEQA analysis under the Class 4 category for minor alterations to land. The project involves a low intensity prescribed underburn on approximately 6 acres of forestland. The unit has been divided into four smaller units to minimize risk and complexity. This small burn is meant to serve as an educational opportunity for the landowner and neighbors to learn about fuels reduction, fire prevention, and forest health. Under a specified prescription, the burn will have low velocity and minimal heat, resulting in the combustion of fine fuels only and not threatening the forest ecosystem. The proposed unit is located in a developed area surrounded by roads and homes, The proposed project will not result in the taking of endangered, rare, or threatened plant or animal species or result in significant erosion and sedimentation of surface waters.
