Reasons for Exemption
Department staff conducted a preliminary review and determined that the proposed project is Categorically Exempt from CEQA per 14 CCR, Section 15301 – Existing Facilities. Staff’s finding is based on the premise that there is “negligible or no expansion of use beyond that existing at the time of the lead agency’s determination.” Although an increase in maximum daily tonnage is proposed, there will be no increase to the permitted maximum site capacity of material for the composting activity. The seasonal storage of 10,000 wet tons of Class A or B biosolids on-site to be transferred off-site for land application are not part of the composting activity and are subject to the Modified Waste Discharge Requirements (WDR) issued by the California Regional Water Quality Control Board on May 13, 2021. The WDR requires this material to be stored and covered in a separate area from the composting area.
