Document Description
Caltrans is proposing to construct a pedestrian path along United States Highway 101 (U.S. 101) between A Drive and Summer Lane in Crescent City, in Del Norte County between post miles 27.5 and 27.9. The project proposes to construct a 6-foot wide path with a 1-foot gravel shoulder adjacent to the existing edge of pavement. The alignment of the proposed pedestrian path will follow an existing foot trail. The project's need was determined by pedestrians, bicyclists, wheel chairs, shopping carts, and strollers are using an unsafe foot tail along the shoulder of the southbound U.S. 101 and the East Washington Boulevard on-ramp to access shopping and medical facilities at the intersection of East Washington Boulevard and Summer Lane. Pedestrians and motorists are the beneficiaries of the proposed project.

Reasons for Exemption
At this time, pedestrians and bicyclists are using an existing foot trail along the shoulder of the southbound U.S. 101, the East Washington Boulevard on-ramp, and A Drive. Pedestrian and bicycle traffic along this route has resulted in multiple pedestrian-vehicle collisions, including a pedestrian fatality. This project establishes a permanent and defined pathway, connecting to existing sidewalks to reduce potential for pedestrian-vehicle collisions.
