Document Description
The project would involve construction of Phase II of the Cochrane Commons development on the undeveloped site adjacent to the completed Phase I. The project would consist of 498 residential units and 135,000 square feet of retail space. The residential uses would be located in the northern and middle portion of the project site and commercial retail would be located in the southern portion. A General Plan Amendment was also proposed to expand the Mixed-Use Flex General Plan land use designation to the entire Phase 2 portion of the site as shown in the graphic below. The City Council approved a project with a reduced General Plan Amendment area that relates directly to the residential uses shown on the proposed master plan. The City Council also approved modifications to development standards and uses as recommended by the Planning Commission - reduced height and certain uses moved from permitted to conditional included. The City Council also certified the Subsequent Environmental Impact Report (SEIR) and adopted Findings of Significance and a Statement of Overriding Considerations for the project.
