Document Description
The purpose is to create 0.04 acres of vernal pool and its watershed (0.69 acres) near other vernal pools in degraded habitat on State parks land. A temporary irrigation system will be run on grade from the hydrant at Carlsbad Blvd and Manzano road. Access will be through the existing road/ trail. The area around the vernal pools will be restored with maritime succulent scrub native vegetation from state parks source material. Temporary fencing and erosion control best management practices will be employed avoid potential impacts to existing pool features.

No potential for significant impact to the environment is anticipated in compliance with CEQA §15300.2. If the project is implemented as indicated within the CDPR Project Evaluation Form, then it is exempt under CEQA §15304– Minor Alterations to Land. The action falls under the Departmental List of Exempt activities according to CEQA §15300.4 as “Resource management projects” and “Minor alterations in the condition of land and vegetation that will not involve removal of healthy, mature, scenic trees” (Class 4, Section 15304).
