However, if it was considered a project, it is exempt from CEQA pursuant to section 153~07 (action to protect natural resources), section 15308 (action to protect the environment,-and section 15061 (b)(3) ("Common Sense" exemption where there is no reasonable possibility of a significant effect on the environment).
