Document Description
Coachella Valley Water District (CVWD) proposes to construct, through an established public utility easement, an irrigation sub-lateral from Irrigation Lateral 121.6 across Avenue 54 to the Madison Club Golf Course reservoir. The connection will allow Madison Club to irrigate with canal water and reduce its reliance on groundwater for irrigation purposes. Construction will include approximately 400 linear feet of new 12-inch C900 PVC irrigation pipeline, new meter (battery operated) and vault assembly, new actuator plug valve and vault assembly, and street restoration traversing Avenue 54. Excavation is estimated to be 4 feet wide and 6 feet deep, and all excavated soils will be backfilled on site. Staging is expected to occur onsite within the existing right-of-way (ROW). Construction is anticipated to occur from May 2022 through July 2022. Surrounding land uses consist of residential, recreational (golf course), and roadways. The Project is not located within or adjacent to a conservation area associated with the Coachella Valley Multiple Species Habitat Conservation Plan. Construction will be primarily in the existing paved ROW and is entirely within previously developed and disturbed areas. As such, no Coachella Valley Conservation Commission local development fee is required for this project.

Thus, the Project is exempt from CEQA pursuant to State CEQA Guideline §15268 (b) (4), which covers approval of individual utility service connections and disconnections. Additionally, the Project is statutorily exempt under State CEQA Guidelines § 15282 (k), which includes the installation of new pipeline or maintenance, repair, restoration, removal, or demolition of an existing pipeline as set forth in Section 21080.21 of the Public Resources Code, as long as the project does not exceed one mile in length. As an exempt project, no further environmental review is required and a Notice of Exemption will be filed with the County Clerk.
