The California Department of Transportation determined that the encroachment within the limits of the State Right of Way is categorically exempt in accordance with section 15301 (Existing Facilities) Class 1--Operation, repair, maintenance, permitting, leasing, licensing, or minor alteration to existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use. The project would not have a significant effect on the environment.
