Reasons for Exemption
The WCA has completed a preliminary review of the project in accordance with Section 15061 of the California Environmental Quality Act (CEQA) Guidelines, and finds that the proposed project qualifies for a Categorical Exemption pursuant to Section 15304 (Minor Alterations to Land: minor public or private alterations in the condition of land, water, and/or vegetation which do not involve removal of healthy, mature, scenic trees except for forestry or agricultural purposes). The project includes several of the elements that characterize accepted applications of this exemption: minor alterations in vegetation—none of which requires the removal healthy, mature, or scenic trees—which will result in improvement of habitat for wildlife resources and help to create a more fire resistant/resilient landscape; and fuel management that will not result in taking of endangered, rare, or threatened species or significant erosion and sedimentation of surface waters.
