Document Description
The purpose of the proposed replacement well is to provide a new well to replace water production of one or more older wells. A new well will be drilled outfitted; and placed into operation in place of existing older well(s) to meet existing and future water supply requirements of the Department’s service area.

Reasons for Exemption
The State CEQA Guidelines provide a series of Categorical Exemptions for actions that have been deemed by the State Legislature to have minimal impacts on the environment. The proposed installation and operation of the new Division No. 9 well by DWP has been determined to have no potential to cause significant adverse effects on the environment and will provide DWP with a replacement source of water at the Division Well Field. Categorical Exemption Class 2 exempts “replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced, including but not limited to… (c) Replacement or reconstruction of existing utility systems and/or facilities involving negligible or no expansion of capacity.” The exceptions to the issuance of categorical exemptions have been evaluated for the proposed action and no significant impacts have been identified. The proposed installation and future operation of the new Division No. 9 well has been determined not to have a potential to cause significant adverse environmental effects as a result of any of the exceptions. Therefore, the proposed action qualifies with the requirements for a Categorical Exemption, Class 2, under Section 15302 of the State CEQA Guidelines.
