Reasons for Exemption
The Ordinance is covered by the general rule that CEQA applies only to projects which have the potential for causing a significant effect on the environment. The Ordinance will protect and enhance the environment and the City of Encinitas’s natural resources by requiring new and remodeled buildings to incorporate green building measures including those related to energy efficiency, water efficiency and conservation, and material conservation and resource efficiency.
