Document Description
Pacific Gas and Electric has applied for a San Luis Obispo County Development Plan/Coastal Development Permit and Conditional Use Permit for the Diablo Canyon Nuclear Power Plant Decommissioning Project located in unincorporated area along the coast between Avila Beach and Los Osos. Decommissioning activities include demolition, grading, site restoration and removal of hazardous and non-hazardous waste, to occur over a 15-year period in 2 phases (~2024-2039). PG&E will retain an Owner-Controlled Area with existing facilities to remain including an existing ISFSI and 500kV and 230kV electrical switchyard. New construction includes a guardhouse, indoor firing range and a new GTCC facility within the Owner-Controlled Area. Waste transport for decommissioning would be via barge, truck and rail. Three rail yard sites are to be considered, located in (1) City of Pismo Beach, (2) County of Santa Barbara, and (3) City of Santa Maria. The EIR will consider possible future site re-use concepts as part of the CEQA analysis.
