Document Description
Prior to the installation of a maintenance pad and access road, San Diego Gas and Electric (SDG&E) sifted the top 12 inches of soil and salvaged 19 Brodiaea filifolia corms from the site (Salvage Site) at (33.21003, -117.33383). The SDG&E Natural Community Conservation Plan covers take of Brodiaea filifolia but not transplantation or translocation. SDG&E surrendered the Brodiaea filifolia corms to the California Department of Fish and Wildlife (CDFW) and the corms are currently being held in dry storage at CDFW’s San Diego office. The California Department of Fish and Wildlife is issuing a permit to Vince Scheidt (Permit No. 2081(a)-21-022-RP) pursuant to Fish and Game Code section 2081(a) for a project which includes the transfer of the 19 salvaged corms of Brodiaea filifolia from CDFW to the Permittee’s office in San Diego, California, to be stored and then placed in growing medium until they can be outplanted at a site that is protected and near the Salvage Site. Project activities include the planting of the corms in D60 tall planting pots (2.5 by 14 inches) to a depth of 6 to 9 inches and maintaining the plants at the Permittee’s office until they can be outplanted in January or February 2022. If no acceptable outplanting site can be identified by this date, the plants may be maintained by the Permittee at the Project Location until March 1, 2023. No outplanting may occur until a plan is approved by CDFW and this Permit is amended to cover those activities.

Reasons for Exemption
The Project will facilitate the recovery of the California endangered Brodiaea filifolia by salvaging plants that would have otherwise been destroyed by a public utility project. The permit issued by the California Department of Fish and Wildlife for the Project includes measures to ensure that existing populations of Brodiaea filifolia are not impacted, and that re-introduced populations are adequately protected.
