Issue Right of Entry Permit and subsequent sublease to the City of San Francisco for a Vehicle Triage Center (VTC) at the Boat Launch parking lot at Candlestick Point State Recreation Area. City of San Francisco will staff and manage the VTC which is essential to provide a more coordinated response to dumping, bay pollution, fires, physical threats to staff, and visitor safety at Candlestick Point State Recreation Area. This emergency project is necessary as a result of the imminent danger of continued existence of an unregulated encampment on Hunter's Point Expressway in San Francisco and resulting damage and threats to life, health, and property within Candlestick Point State Recreation Area, and to park staff and visitors as a result of the encampment, as exacerbated by the Covid-19 Pandemic with a moratorium on removing the unhoused without housing referral.
