Document Description
The purpose of the proposed replacement pumps are to prevent “ragging” issues within the influent pump station at the HWWTP. The proposed project consists of removing the existing submersible pumps and installing the new chopper pumps at this location on the HWWTP site and connecting the pump system into the existing treatment operations with no expansion of treatment capacity at the HWWTP. All of the above proposed activities will occur within the footprint of existing disturbed areas at the HWWTP site.

Reasons for Exemption
The State CEQA Guidelines provide a series of Categorical Exemptions for projects that have been deemed to have minimal impacts on the environment. The proposed replacement of the four pumps at the HWWTP facility has been determined to have no potential to cause significant adverse effects on the environment and will ensure the facility continues to operate as is, but with a safer and more efficient treatment process. Categorical Exemption Class 2 exempts “replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced, including but not limited to: (c) Replacement or reconstruction of existing utility systems and/or facilities involving negligible or no expansion of capacity.” The exceptions to the issuance of categorical exemptions have been evaluated for the proposed project activities. The proposed installation and operation of the new chopper pumps has been determined not to have a potential to cause significant adverse environmental effects as a result of any of the exceptions. Therefore, this proposed action is not forecast to cause any potential for significant adverse environmental impacts and qualifies with the requirements for Class 2 exemption.
