Pursuant to Government Code section 65660, the California Environmental Quality Act does not apply to actions taken by a public agency to lease or facilitate a lease of lands owned by a public agency for a Low Barrier Navigation Center, making the Project (above) statutorily exempt. In addition, amendment of a 66-year lease and endorsement of a 2-year sublease for the above-mentioned structure(s) will cause only a minor change in the environment and will not change existing activities in the overall area. There is no reasonable possibility that the activity will have a significant effect on the environment due to unusual circumstances. Therefore, the project will not have a significant effect on the environment and the above categorical exemption(s) apply(ies).
