Reasons for Exemption
Board staff has determined the project is exempt from CEQA under the Class 1, Existing Facilities, Class 2, Replacement or Reconstruction, and Class 3, New Construction or Conversion of Small Structures categorical exemptions (CEQA Guidelines §15301, §15302, and §15303). The proposed activity consists of minor alterations to an existing electrical transmission line crossing in order to increase vertical clearance of the transmission line. The new transmission line will have substantially the same purpose and capacity as the transmission line being replaced (230kV), and the replacement crossing will be adjacent to the existing alignment. In addition, the project includes the construction and location of a limited number of new, small structures due to the removal of an existing conductor from the existing lattice steel towers, and the installation of a new conductor on the new towers installed parallel to the existing towers. Further, none of the exceptions to the exemption in CEQA Guidelines § 15300.2 apply.
