Document Description
The California Department of Fish and Wildlife (CDFW) has executed Streambed Alteration Agreement EPIMS-SBR-21338-R6, pursuant to section 1602 of the Fish and Game Code to the project Applicant, Southern California Edison (SCE). The proposed project involves removing and replacing fourteen (14) deteriorated wood poles (Pole numbers 1825504E, 1825503E, 1825803E, 1825502E, 4538175E, 4538186E, 4538191E, 4538196E, 4538198E, 1706051E, 1825495E, 1706052E, 1825518E, and 4451260E) with new wood poles. The new poles will be set by hand, truck, or crane. Poles 1825504E, 4538186E, and 1825518E are roadside poles that will be set by truck. Poles 1825503E, 1825803E,1825502E, and 4538175E, 4538191E, 4538196E, 4538198E, 1706051E, 1825495E, and 1706052E will require overland driving along existing dirt road. A rubber wheeled tracked mini excavator will perform the digging and a truck will set the pole and pull the wire through the pole. The tracked mini excavator and truck will travel along the access routes. Vegetation along route will be crushed but not removed. Pole 4451260E will be dug and set by truck from Green Mountain Rd. The new holes for poles set by crane will be dug by machine auger and the holes for poles set by truck will be dug by truck mounted auger within a three-foot radius of the existing pole location. Truck-set poles include a 25-ft work area buffer around each pole for staging of vehicles and equipment. Standard excavation depths range between 6 and 10 feet with a diameter of 2 to 3 feet and the area of soil disturbance (i.e., excavation, side casting and backfill) will be limited to a 10-foot buffer around each pole. With the exception of pole 4538198E, the area of soil disturbance (i.e., excavation, side casting and backfill) will be limited to a 10-foot buffer around each pole. The pole set by crane (Pole 4451260E) will have a truncated 25-foot work area buffer for general work activities and staging of equipment. The remaining poles to be set by hand or helicopter include a 10-ft work area and soil disturbance buffer. The western-most edge of the 10-foot work area buffer for Pole 4538198E will be truncated to avoid impacts to an adjacent drainage. Truck-set poles will be reached from Lytle Creek Road and the crane-set pole will be accessed from Green Mountain Road.
