Document Description
SCV Water currently owns and operates the 3/4 million-gallon (MG) Newhall Tank 1 and the 3 MG Newhall Tank 1A, both located in Santa Clarita, California. The two welded steel tanks were constructed in 1962 and 1995, respectively. This project proposes the installation and construction of a new stairway and catwalk between the two tanks. Moreover, the project scope also includes the application of epoxy coating to the new stairway and catwalk, handrails, and safety cage, as well as the exterior of each tank where the existing coating was damaged by the welding process.

Reasons for Exemption
Based on the preliminary project design and anticipated final design, and because the project construction is a minor alteration of existing facilities limited to construction within the Agency’s existing property, construction and operation of this project is found to be categorically exempt under the provisions of CEQA and the State CEQA Guidelines as described below: The Project, aka the whole of the action, qualifies for an exemption under CEQA guidelines section 15301 Class 1 Existing Facilities because it is a minor alteration of an existing public facility and it concerns proposed exterior alterations to an existing structure involving negligible or no expansion of use, i.e., no additional extraction of water, beyond that existing at the time of the lead agency’s determination. None of the exemptions listed in Section 15300.2 of the CEQA Guidelines would apply to the action.
