Document Description
Santa Clarita Valley Water Agency (SCVWA) is proposing to install two recycled water fill stations adjacent to the northeast side of the existing Valencia Water Reclamation Plant (VWRP) in the City of Santa Clarita. The purpose of the fill station is to provide a source of recycled water for dust control and other construction activities at local construction sites, avoiding the use of potable water. The site selected for the two fill stations is located directly outside of the fence of the existing VWRP along The Old Road. The site is approximately 0.2 acre, with a concrete surface and devoid of vegetation. A row of mature landscape trees along the Old Road provides visual screening of the fill station site. Recycled water will be supplied to the two fill stations from SCVWA’s existing 24-inch steel recycled water main that runs through the fill station site. A new 6-inch pipeline of approximately 60-linear feet will be installed below ground to connect to the existing recycled water main and feed both fill stations. Each fill station will be located on a slightly elevated concrete pad and will be prefabricated and preprogrammed for automated metering. The fill stations will each have a metering station with built-in flow meter and overhead fill structure. Operation of the fill stations will involve water trucks entering the site from The Old Road and stopping beneath one of the overhead fill structures. The trucks will exit the site through a second driveway out to The Old Road to avoid trucks having to back up. The project will not require removal of vegetation and no change to the concrete surface area is anticipated. Easements will be obtained as required.

Notice of Exemption

Exempt Status
Categorical Exemption
Type, Section or Code
Reasons for Exemption
Based on the preliminary project design and anticipated final design, and because the project construction is a minor alteration of existing facilities limited to construction within the Agency’s existing property, construction and operation of this project is found to be categorically exempt under the provisions of CEQA and the State CEQA Guidelines as described below: The Project, aka the whole of the action, qualifies for an exemption under CEQA guidelines section 15301 Class 1 Existing Facilities because it is a minor alteration of an existing public facility and it concerns proposed new mechanical equipment involving negligible or no expansion of use, i.e., no additional extraction of water, beyond that existing at the time of the lead agency’s determination. None of the exemptions listed in Section 15300.2 of the CEQA Guidelines would apply to the action.
