Document Description
DWR staff will work with a Contractor to complete the CAAQ reverse flow project. The Contractor will install temporary pumps and piping that will pump water around closed gates at Check sites 22, 23, 25, and 27 to allow water to be delivered upstream to turnouts located along the stretch of CAAQ in the project area. Pumps will not be anchored to the ground. The pumps will operate in combination based on delivery demands of the Water Contractors. All equipment will be laid out within each check structure fence line. Staging will be on established roadways and improved lots. All work is within DWR right of way.

Reasons for Exemption
This project is exempt pursuant to items 3, 9, and 11 of the Governor’s May 10, 2021 Drought Emergency Proclamation and CEQA is suspended for this project. The exceptional drought conditions have caused water deliveries to be halted to multiple contractors. Water is available in the Kern and Semitropic water banks that can be delivered to customers to prevent significant damages associated with drought conditions.
