Reasons for Exemption
The proposed stairway is considered a minor alteration of existing public structure or facility involving negligible or no expansion of existing or former use. Additionally, the area of the proposed stairway is 650 square feet, much less than the 2,500 square feet and 10,000 square feet thresholds of the Class 1(e) exemption and a Class 3
exemption. A Class 11 exemption is also applicable as the proposed Project entails the construction of a small appurtenant structure (a stairway) to an existing public facility.
