Document Description
The proposed project would replace the existing Avenue I 08 Lakeland Canal Bridge to meet current standards to accommodate a minimum 20-foot wide travel width plus two 2- foot wide shoulders for a total width of 24 feet. The proposed project would include roadway improvements to Avenue 108 as it approaches the bridge from the east and west. These improvements would be approximately 200 feet east and west of the existing bridge in order for the existing roadway to conform to the new bridge. The maximum depth of excavation for the proposed project would be 10 feet for pile cap excavation. The anticipated pile depth is an additional 80 feet below the pile cap excavation depth. The canal banks would need to be regraded upon bridge replacement. Construction would occur over an approximately 6-month timeframe. Avenue 108 would be temporarily closed at the bridge site and a temporary detour would be established during construction. Thus, this project will provide a public benefit by improving safety and security of the public by improving the transportation infrastructure for the general population in the region and vehicle, including large agricultural equipment, using these facilities.

Reasons for Exemption
This action is consistent with Class 2 Section 15302, Replacement or Reconstruction ( c ), as activities associated with the project will include replacement of existing facilities with negligible or no expansion of capacity. Also, consistent with Section 15300.4, Application by Public Agencies, the County of Tulare Board of Supervisors adopted an exemption for the construction of the aforementioned facilities per the Tulare County Guidelines for the Implementation of California Environmental Quality Act of 1970, Number 300 Section 111. CATEGORICAL EXEMPTIONS Class 2: Replacement or Reconstruction (e). As such, Sections 15302 and15300.4 are applicable and appropriate for this project.
