The proposed project is categorically exempt under Title 14 California Code of Regulations (CCR) Section 15301 (Existing Facilities) because it involves regular operation of coastal locations that will be visited with no expansion of use. The proposed project is also categorically exempt under Title 14 CCR Section 15304 (Minor Alterations to Land) because removing trash and invasive species and planting native plants are landscaping activities that do not involve removal of healthy, mature, scenic trees.
