Document Description
The California Department of Fish and Wildlife (CDFW) has executed a Lake and Streambed Alteration Agreement number EPIMS-SBA-13408-R5, pursuant to Section 1602 of the Fish and Game Code to the Southern California Edison. The Project is limited to road improvement activities including grading and compaction of the existing access road; installation of 13 rolling dips and water bars; addition of soil cement for a drainage crossing within the road; maintenance (clean-out) of one (1) existing McCarthy drain; installation of 10 McCarthy drains, 14 gabion mattresses and three (3) rip-rap energy dissipaters; repair and reconstruction of soil cement berms; and removal of vegetation at each activity location. Installation of these features will reduce damage to the road, reduce erosion of the road, and reduce siltation from road use to Mission Creek.

Reasons for Exemption
Class 1 addresses operation, maintenance, repair, or minor alteration of existing facilities or topographical features. Class 3 allows for the new construction of limited number of small structures. Class 4 consists of minor public or private alterations in the condition of land, water, and/or vegetation. The project is the maintenance and repair of the existing unpaved road, including minor grading on slopes less than 10%, trenching and other associated alterations to topographical features, that provides access to power lines and related structures to supply power to the public. The repair, maintenance, and minor alteration of the existing public roadway will not result in expansion of roadway capacity and is designed to reduce siltation from the road use to Mission Creek.
