Document Description
The project consists of concrete paving the existing parking lot at the IID Holtville Yard and includes the installation of a new drainage system for water runoff at the northwest corner of the lot (Cedar Ave.) and an electrical conduit layout for a future charging station system for electrical vehicles. The parking lot is currently comprised of deteriorated and loose materials such as asphalt, base and sand and has many dips and depressions that pose a potential trip and fall hazard to employees especially at night when visibility is low. In addition, the loose material continually builds up on the rolling fence gate tracks making the security gate unstable at times, causing a number of incidents where staff, trying to align the gate, nearly suffered serious injuries to arms, shoulders and backs. The facility receives IID Water Dept. vehicles and operates 24 hrs. a day, 365 days a year.

The project is exempt for the reason that (1) it entails the repair, maintenance and minor alteration of an existing public facility involving negligible expansion of its existing use (Section 15301, Class 1 exemption); (2) it involves the replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced (Sec.15302, Class 2 exemption); and (3) includes the construction and location of limited numbers of new, small structures; installation of small new equipment, and the conversion of existing small structures from one use to another where only minor modifications are made (Sec. 15303, Class 3 exemption).
