This document is the Initial Study/Mitigated Negative Declaration for the proposed operation of two groundwater banks consisting of 62 total acres of existing recharge basins, seven existing wells, and existing turnouts from Tipton Ditch and the Tule River Intertie. The project is located in the south-west portion of Tulare County within the PID Boundary. PID will act as the Lead Agency for this project pursuant to the California Environmental Quality Act (CEQA) and the CEQA Guidelines.
