Document Description
The Project proposes to restore coastal dune habitat adjacent to South Carlsbad Boulevard at South Carlsbad State Beach State Beach (South Ponto). A soft or green engineering approach will be used to facilitate sand deposition and growth of native dune vegetation while enhancing public access to habitat with minimal disturbance to existing resources. This first phase will be limited to three (3) approximately 49ft. by 196ft. test areas comparing the effectiveness of different green engineering techniques to restore dune habitat. These plots will restore approximately 0.6 acre of dunes along the inland edge of the beach. A second phase is not analyzed in this document. The test areas will be located to minimize effects to recreational activity. Measures to be implemented to avoid impact may be obtained by submitting a request to the project Environmental Coordinator listed below.

No potential for significant impact to the environment is anticipated in compliance with CEQA §15300.2. If the project is implemented as indicated within the CDPR Project Evaluation Form including conditions provided by CDPR specialists, then it is exempt under CEQA §15304 – Minor Alterations to Land. The action falls under the Departmental List of Exempt activities according to CEQA §15300.4 as:
• “Resource management projects” (Class 4, Section 15304)
The project does not involve removal of healthy, mature, scenic trees (Class 4).
