Document Description
The project includes improvements to the Alleghany County Water District's (ACWD) water system. Improvements at the Ram Springs source facility include adding base rock/fill material to cover and protect existing water collection pipes, constructing a ±100-square-foot concrete pad and shelter structure for an existing water collection tank, constructing a ±200-square-foot water sampling laboratory, installing a SCADA system at the new laboratory, extending electrical conduit from the pump house to the new laboratory, constructing a new driveway to the laboratory building, completing improvements to the existing pump house, replacing a generator, replacing fencing, completing drainage improvements, removing hazard trees, brush, and undergrowth, developing a ±440-square-foot wetland, and selectively removing upland overstory trees to enhance the growth of wetland species. In addition, up to 51 water meters would be replaced throughout the ACWD water service area.

Reasons for Exemption
The project includes improvements to existing facilities that are required to meet current public health standards, construction of small structures, and installation of small new equipment and facilities in small structures. The project would not have a significant effect on the environment due to unusual circumstances, would not result in damage to scenic resources within a Scenic Highway, is not located on a hazardous waste site pursuant to §65962.5 of the Government Code, would not cause a substantial adverse change in the significance of a historical resource, and would not result in cumulative impacts.
