The project has been designed to replace or enhance El Estero Water Resource Center (EEWRC) plant operations, while not increasing overall plant capacity. New buildings are not meant for human occupation except for maintenance of equipment. The parcels are zoned OM-1, S-D-3 and are located in the Appealable Jurisdiction and Non-Appealable Jurisdiction of the Coastal Zone; all work is proposed within the Appealable Jurisdiction.
