Document Description
The proposed project consists of the installation of three geotechnical boreholes at RP-4 to assess the underlying soil and sediment ability to support an Advanced Water Purification Facility (AWPF) for IEUA’s Chino Basin Program (CBP). The boreholes will provide essential data to assist IEUA with basic information regarding future construction constraints at the project site.

Reasons for Exemption
The State CEQA Guidelines provide a series of categorical exemptions for projects that have been deemed to have minimal impacts on the environment. The proposed boring data gathered in conjunction with the CBP Exploratory Borings at RP-4 Project have been determined to have no potential to cause significant adverse effects on the environment and will ensure that potential geotechnical constraints that might affect the AWPF at the site can be engineered to allow the AWPF to be constructed. Categorical Exemption Class 6 exempts “basic data collection, research, experimental management, and resource evaluation activities which do not result in a serious or major disturbance to an environmental resource. These may be strictly for information gathering purposes, or as part of a study leading to an action which a public agency has not yet approved, adopted or funded.” The drilling of the boreholes and acquisition of geotechnical data to support proposed installation and operation of the proposed AWPF have been determined not to have a potential to cause significant adverse environmental effects as a result of any of the exceptions. Therefore, this proposed action is not forecast to cause any potential for significant adverse environmental impacts and qualifies with the requirements for Class 6 Exemption.
