Document Description
The Project consists of a Minor Conditional Use Permit (MUP) to co-locate four new wireless antennas on top of an existing 105’-0” lattice tower with eight existing wireless telecommunications facilities for a total of 12 antennas. Four remote radio units will be installed on new mounts while one new cabinet will be installed within the existing equipment lease area at the base of the tower. There will be no changes to the overall height of the tower.

Reasons for Exemption
The Project is exempt from CEQA pursuant to State CEQA Guidelines Section 15301 (Existing Facilities). Section 15301 applies to the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond that existing at the time of the lead agency's determination. The proposed Project consists of the addition of four new panels antennas on an existing 105’-0” tower. There will be no increase in the height of the tower. One new cabinet will be installed within the existing equipment lease area at the base of the tower. The additional antennas will not introduce any new uses not already existing at the site. Furthermore, the Radio Frequency Emissions Compliance Report prepared by Environmental Assessment Specialists, Inc. analyzed the proposed antennas in conjunction with the existing antennas and determined that the exposure potential would still be only 5.4% of the Maximum Permissible Exposure allowed by the Federal Communication Commission (FCC). Staff reviewed the proposed Project and did not find any evidence that special circumstances exist that would create a reasonable possibility that the proposed Project will have a significant adverse effect on the environment. Therefore, the proposed Project qualifies for the exemption under State CEQA Guidelines Section 15301, and therefore, no further environmental review is required.
