This action entails the creation of a new public agency, the Los Vaqueros Reservoir Joint Powers Authority (JPA). Under the JPA, EBMUD and other potential partners would conduct the planning, design, and potentially the ultimate construction and operation of an expanded Los Vaqueros Reservoir and associated facilities. Any approval to construct or operate an expanded Los Vaqueros Reservoir would occur in the future after negotiations are complete. This action involves just the organizational step of creating the JPA so the planning and design of an expanded Los Vaqueros can be performed so that a potential expansion can be adequately described for future assessment and consideration.
