Document Description
The California Department of Fish and Wildlife has executed Lake and Streambed Alteration Agreement number EPIMS-MEN-22475-R1, pursuant to Section 1602 of the Fish and Game Code to Jared Walker, representing Redwood Valley County Water District.
The project is limited to one (1) encroachment (Table 1). The encroachment is to replace approximately 40 feet of failing 20-inch waterline which crosses under the Russian River. The waterline is part of the Redwood Valley County Water District (RVCWD) infrastructure. Work for this encroachment will include excavation and replacement of failing waterline sections.

Reasons for Exemption
Encroachment is for replacement of a leaking water line which crosses under
the Russian River. Repaired and replaced water line will involve substantially the same purpose and capacity as the structure repaired/replaced, and negligible or no expansion of existing or former use. Work consists of minor alterations in the condition of land, water, and/or vegetation which do not involve removal of healthy, mature, scenic trees. There would be no significant adverse impact on endangered, rare or threatened species or their habitat pursuant to section 15065. There are no hazardous materials at or around the project site that may be disturbed or removed. The project will not result in impacts that are significant when viewed in connection with the effects of past projects, the effects of other current projects, and the effects of probable future projects.
