Reasons for Exemption
The proposed project is exempt under emergency project section 15269(c), specific actions necessary to prevent or mitigate an emergency. As of April 21, 2021 Governor Newsom declared a state of emergency in Mendocino County due to drought conditions. As drought conditions continue, limited water supply has the potential to cause harm to the health, safety, and welfare of City residents and businesses. The proposed agreement would allow the City to mitigate said drought emergency.
