Document Description
Under grant Agreement ARV-21-033, the California Energy Commission (CEC) will provide a grant of $200,000 to the City of Culver City toward development of a blueprint planning document for installing depot charging infrastructure to support the transition of the City’s medium- and heavy-duty vehicles to all electric vehicles by 2028. The CEC’s “project” (work under the grant funding) for CEQA purposes is a part of the City’s larger planning process for the blueprint.
Beneficiaries will include residents in California, and especially, the City’s residents, along with the environment.
(“BEB” means battery electric bus.)

Reasons for Exemption
Cal. Code Regs, tit. 14, §15306, Information Collection, provides that projects which consist of basic data collection, research and resource evaluation activities which do not result in a serious or major disturbance to an environmental resource are categorically exempt from the provisions of CEQA. The CEC’s grant project consists of developing a planning document for possible, future deployment of zero emission vehicles and related infrastructure equipment. The project will not cause direct physical changes to the environment, and there will be no physical construction. This project involves data collection, technology assessment, public outreach, administrative coordination efforts, planning, and similar activities. Therefore, the proposed project will have no significant effect on the environment and is categorically exempt under section 15306.
