Document Description
The project consists of the relining of approximately 3,080 feet of sewer pipeline within an existing easement and access road that is developed/disturbed and either devoid of vegetation or dominated by non-native invasive species. Access pits to expose the pipeline for relining would be in paved and dirt roads. The purpose of the project is to extend the life and reliability of the sewer pipeline and the beneficiaries would be the Vallecitos Water District's customers.

Reasons for Exemption
The proposed improvements would be exempt from environmental review under the California Environmental Quality Act (CEQA) per Section 15301 (c), Existing Facilities, of the California Code of Regulations Title 14, Chapter 3, based on the minimal potential impacts identified. This exemption includes minor alterations involving negligible expansion of use beyond that previously existing. The project would also qualify for a Statutory Exemption per Section 15282(k) for the installation, maintenance, repair, restoration, removal, or demolition of an existing pipeline, as long as the project does not exceed one mile in length. In addition, the project would not result in any significant impacts to biological or cultural resources, per the attached biological and cultural resources letter reports.
